Achilles will become more susceptible to damage, stacking up to 5 times.

If playing against guardian/magic damage you can go Runic Shield first. Get rid of the Spectral and push THE REST OF THE ITEMS AHEAD ONE SLOT. If no crit is built YOU DO NOT need spectral and this item can be any phycial or hybrid defense item you see fit.
